The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 came into force on 6 April 2026, introducing new duties for Responsible Persons in certain residential buildings in England.
The Regulations apply to buildings containing two or more domestic premises where the building is:
- at least 18 metres high or seven storeys; or
- over 11 metres high and subject to a simultaneous evacuation strategy.
Responsible Persons must identify residents who may have difficulty evacuating independently and, where appropriate, arrange a person-centred fire risk assessment.
Residents within scope may also require:
- reasonable and proportionate measures to reduce evacuation risk;
- a written statement explaining what they should do in a fire; and
- relevant information to be shared with the local Fire and Rescue Service.
What should organisations do?
Building owners and managers within scope should ensure they have a process for identifying vulnerable residents, completing Residential PEEPs, recording agreed measures and keeping information up to date.
