GB Chemical Classification Rules Changed

The Chemicals (Health and Safety) (Amendment, Consequential and Transitional Provision) Regulations 2026 introduced changes to Great Britain’s system for the classification, labelling and packaging of chemicals (GB CLP).

From 21 May 2026, GB-based manufacturers and importers no longer need to notify HSE of the classification and labelling information for substances they place on the Great Britain market. The change also applies to Northern Ireland suppliers directly supplying qualifying goods to the GB market.

The Regulations also:

  • moved certain technical notes into the GB Mandatory Classification and Labelling (MCL) List; and
  • introduced changes designed to streamline the process for adopting new or revised mandatory classifications for substances.

Importantly, the core duties to classify, label and package hazardous chemicals correctly remain in place.

What should organisations do?

Manufacturers, importers and chemical suppliers should review their GB CLP procedures and regulatory responsibilities to ensure they reflect the new notification and classification arrangements.

For employers simply using hazardous substances, the change does not remove existing COSHH duties. Suitable risk assessments, controls, safety information and appropriate management of exposure remain necessary.
