Simpler Recycling Rules Extended to Household Waste Collections

From 31 March 2026, new Simpler Recycling requirements came into force for household waste collections across England.

Waste collection authorities, and waste collectors acting on their behalf, must now by default separately collect:

  • food and garden waste;
  • paper and card;
  • other dry recyclable materials, including glass, metal and plastic; and
  • residual non-recyclable waste.

The requirements apply to all households, including flats and communal properties, although transitional arrangements apply to food-waste collections in some local authority areas. Plastic film and plastic bags are due to be added to plastic recycling collections from 31 March 2027.

What should organisations do?

Local authorities and organisations involved in collecting household waste should ensure that their collection arrangements, contracts, waste streams and communications with residents comply with the new requirements.

Housing providers and organisations managing residential properties should also understand the changes, particularly where they manage communal waste and recycling facilities for residents.
